Transport Rules can be crucial for managing the flow of resources around your colony. Rules can be applied at the following locations:

Road Posts

If you apply a rule to a road it will affect all resources arriving from all connected roads.

Harbours & Train Stations

For transport buildings rules can be applied to resources that are imported (unloaded from boats/trains), exported (loaded onto boats/trains), or both.

Boats & Trains

For each stop that a boat or train makes, rules can be applied to affect which resources are loaded onto the boat or train.

Note: A ruleset cannot hold both blacklist and whitelist as they would conflict, so once you have set a rule of one type, the other type will be disabled.

Examples

Here is a simple, common example of using resource rules at a road post to ensure that food and water are only delivered to the nearby houses. This not only maintains regular supply to these houses but it also helps clears your roads clear.
